Licence start date: from the date of joining until the end of the Agreement.
Eligible Institutions
Universities, colleges and other learning, educational and research bodies in the UK and Republic of Ireland.
Other organisations aligned with Eduserv’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Eduserv will liaise with the Supplier about any such requests.
Background Information
This is the renewal of the successful agreement which commenced in February 2010. The renewal overlaps with the previous agreement to allow new subscribing sites to participate beyond the expiry of the previous agreement.

Product Description
OECD iLibrary contains all the publications and datasets released by OECD (Organisation for Economic Cooperation and Development), International Energy Agency (IEA), Nuclear Energy Agency (NEA), OECD Development Centre, PISA (Programme for International Student Assessment), and International Transport Forum (ITF) since 1998 - over 1 200 journal issues, 3 300 working papers, 2 900 multi-lingual summaries, 7 700 e-book titles, 16 000 tables and graphs, 25 000 chapters and articles, and 480 complete databases with more than 4.5 billion data points. OECD iLibrary can be bundled with the traditional print versions or purchased separately as online-only products. OECD iLibrary includes:
- Books - 17 Themes, Annuals & Outlooks and Book Series - so far, 5000 e-books are available
- Papers - Journals, Annuals & Outlooks and Working Paper Series
- Statistics - 28 OECD statistical databases, 2 500 ready-made statistical excel-files, all OECD statistical periodicals and yearbooks + tools to work with and export statistical data on the OECD.Stat-interface. International Energy Agency (IEA) Statistics - statistics on world energy markets require a separate subscription.
IEA Statistics, which includes the 10 IEA energy interactive databases, is not included in OECD Books Papers & Statistics. It must be subscribed to under the separate option of IEA Statistics.

Pricing
Price for UK HE & FE is based on JISC Bands grouped into Large (Bands A, B and C), Medium (Bands D, E and F) and Small (bands G, H, I and J).
Universities and Third Level Colleges (PDF, 227 Kb) in Ireland have been given similar classification.
Other members of the Community in the UK and the Republic of Ireland not listed above and Associate Members can participate in this Agreement subject to the permission of the Supplier at Price Level 3.
All prices are in GBP and exclude VAT.

Sites may cancel print or electronic giving 4 months notice prior to the anniversary date (by 1 October annually).
Payment Terms
This Agreement is of 4 years duration, commencing 1 February 2012 and terminating 31 January 2016. Institutions may sign to the Agreement at any time during that period.
On receipt of a completed Order, Institutions will be invoiced for the Agreement year in which the Licence is signed.
For the subsequent years, unless cancellation notice (4 months) is received by Eduserv, Institutions will be invoiced three months in advance of the anniversary date of the Agreement, on 1 November 2013, 2014 and 2015.
Those sites subscribed under the previous agreement shall be obliged to re-sign under these terms and conditions before expiry of their licence on 31 January 2013 in order to continue their subscription.
There is monthly pro-rata charging for Institutions which become licensed partway through a licence year.
All Purchase Orders must be made out to Eduserv and Eduserv's invoices must be paid within 30 calendar days of the date of the invoice.
Agreement Period
Start date: 1 February 2012
End date: 31 January 2016
Institution Commitment Period
This Agreement is of 4 years duration. Institutions may join the agreement at any time during the agreement period. They will then be committed to the end of the Agreement Period unless they give appropriate notice (4 months) to cancel.

What can authorised users do?
The resources can be used for Educational Purposes – see Licence Term 1.1(b):
- education
- teaching
- distance learning
- private study
- academic research
- administration and management of the Licensee’s educational or research operations
Exclusions
- See Licence Term 3 for exclusions and restrictions
- The resources may not be used for anything other than Educational Purposes unless the Licence Extension for Commercial Projects has been bought; this allows use for the restricted “Commercial Projects” defined – see Annex B of the Licence (Licence Extension for Commercial Projects)
- Downloading of large amounts of material by authorised users that might be considered ‘systematic’.
Termination Clauses
Post termination copies of parts of the Licensed Material already made and/or used by the Licensee or Authorised Users in accordance with Licence Clause 2.2 may be retained and used in accordance with the terms of this Licence Agreement – see Licence Term 10.5.
Once the Agreement has terminated then no further access to the service and to future publications will be possible unless the Agreement is renewed or extended.
If the Agreement is renewed or extended then new conditions will apply. If the Agreement is not renewed then licence renewal is a matter between Institutions and OECD.
Institutions have the right to opt out of the agreement each year by giving notice on or before 1 November to cancel with effective from 31 January the following year.
