Local Government Executive Briefing Programme Steering Group

The aim of the Steering Group is to go beyond helping with organisational and content definition for the Local Government Executive Briefing Programme (EBP). It is about creating influence, challenge and debate, so that the EBP truly offers real and valuable thought leadership, challenge and support to hard pressed leaders in local public services. We believe this can also help to shape the marketplace for local councils – offering insight to suppliers and councils alike, to accelerate change and reduce the risks of change.

  • Barry Pirie

    Barry Pirie is Director of People and Business at Wiltshire Council and is currently responsible for HR & OD, Strategic Assets and Property Operations, ICT, Business Services - Finance, Customers Services and Registration Service.

  • David Hopkins

    Cllr David Hopkins has been an elected member at Milton Keynes Council since 1990. He is currently Deputy Mayor of Milton Keynes and will be Mayor for the year 2017/18. David’s career has focused on working in IT. For the past five years he has been Business Director of The Milton Keynes Education Trust. David works closely with Socitm and is a member of the Local Government CIO Council.

  • Dilys Wynn

    Dilys is a director level HR professional with considerable experience of creating effective workforce and OD strategies, developing high performing HR teams and managing change in both the public and private sectors.

  • John Jackson

    Jon is one of the top 25 IT Leaders in the UK (across all sectors) according to Computing Magazine and is also a member of the national team (Local Digital Alliance) advising DCLG on Digital Strategy post-election.

  • Jos Creese

    Jos is the briefing programme principal analyst, with over 25 years experience in the public sector. Jos' most recent role was the CIO and CDO of Hampshire County Council.

  • Karl Goatley

    Sussex Partnership, with University status, specialises in the development and delivery of Mental Health and Learning Disabilities services across the South East of England, operating in circa 150 buildings across Kent, East and West Sussex, and Hampshire. Karl's role is to underpin the Trust’s strategic objectives which are detailed in the new ‘2020 Vision’.

  • Lesa Annear

    Reporting to Chief Executive. Lesa is the director responsible for Corporate Services including Finance, Human Resources, Legal Services and Customer Services. Lesa is also the Strategic Director for the Council's complete Transformation programme.

  • Mark Stone

    Mark is a transformation director who has a career spanning worked across multiple councils and public service organisations.

  • Matt Prosser

    Matt Prosser has worked in local government for over twenty years. Prior to becoming Chief Executive of the Dorset Councils Partnership serving North Dorset District Council, West Dorset District Council and Weymouth & Portland Borough Council, Matt worked as shared Strategic Director for South Oxfordshire and Vale of White Horse Councils for seven years managing a wide portfolio of statutory and non-statutory services.

  • Omid Shiraji

    One of a new breed of next-generation IT leaders, Omid Shiraji is currently the interim CIO at Camden Council, previously holding senior technology leadership roles in the private and third sectors as CIO for Working Links and Director of Service for City University London.

  • Paul Brewer

    Paul is the director responsible for digital transformation and the following services: finance, legal, human resources, engineering, surveying, business services, health and safety, emergency planning. "Our strategy is doing". Passionate about the role of digital and design thinking in public services and busy making it happen in Adur and Worthing.

  • Simon Edwards

    Simon is the Deputy Director of CCN and is responsible for managing the policy and communications team. With such a small but perfectly formed team Simon is involved in all aspects of policy but has taken a lead on Economic Growth, Infrastructure, Jobs & Skills and oversees Health & Social Care and Children & Young People.

  • Steve Mullineaux

    Steve is Group Manager Support Services in a shared service for arrangement for South Hams District and West Devon Borough councils. As well as being responsible for HR, Finance, IT, Legal, Audit and Design services, Steve is also running the innovative T18 transformation programme across the 2 councils, the £4.5 million programme will deliver annual combined savings across the authorities of £3.3 million.
