1. SAS Agreement renewal news
The renewal of the agreement for SAS business intelligence and analytical software is imminent; the contract has been agreed and just waits signatures. Sites that are currently licensed for this software will be informed as soon as final details become available.
2. New NAG Toolbox for Matlab
With effect from 1st August 2008, the NAG Toolbox for MATLAB will be provided at no extra cost to organisations holding supported licences for the NAG Fortran Library, Mark 21 for the same operating system. Sites currently licensed under the Chest Agreement have been contacted with details of their options.
3. Kaspersky Agreement news
Eduserv Chest is pleased to announce a third reseller has been added to the Chest Kaspersky Agreement: Civica Services Ltd. This agreement offers a range of anti-virus suites, from as little as £1,800 per annum for an unlimited site licence covering desktops and servers.

4. Maplesoft new agreement
We understand that the contract for a Chest Agreement for mathematical and analytical software from Maplesoft should be signed imminently - details to follow soon.
5. Patchlink Agreement renewal – feedback required
The Eduserv Chest Lumension* Agreement for PatchLink is due for renewal 31 July 2008.
Patchlink security software provides automated multi-platform patch management solution. It enables system administrators to work quickly, accurately, safely and remotely to ensure desktops and servers are patched correctly, completely and consistently.
When we first investigated this agreement in 2005, a significant number of sites expressed interest in this area and in the proposal to supply Patchlink Software under a Chest Agreement.
With the supplier, we worked hard to find a site licence pricing model and negotiated significant discounts that we think are affordable. Despite this the number of sites who have participated in the agreement has been disappointing.
We would really like to understand why the take up has not been as high as anticipated. When the agreement is renewed we want to be sure that it is more popular and truly meets your needs. Please take a few minutes to help us to understand what your needs are. Here are a few questions that might help to inform your reply.
Did you or your institution originally express interest in this Chest Agreement? If so, what was it that prevented you from purchasing a Chest licence?
Have you considered using Patchlink? What reasons prevented you from purchasing?

6. News about the law and its impact on purchasing software of US origin
During the negotiation of the renewal of the Eduserv ESRI agreement earlier this year there was considerable discussion about the possible impact of the UK-US Governments’ Bilateral Extradition Treaty on institutions purchasing software of US origin.
ESRI sought legal counsel and clarification from the US Government and confirmed that scripts contained within ESRI software were not subject to the restrictive US re-export rules. As a result, sites subscribing under the Chest Agreement can be assured that they do not have to restrict the distribution of ESRI software to any of their users.
Eduserv continued to work with the ESRI Focus Group and further information was sought from the UK Government. The Office of UK Trade & Investment referred the enquiry to the Attorney General's Office and to the extradition unit at the Home Office and we are pleased to provide the following clarification;
Under the terms of the UK-US Bilateral Extradition Treaty, UK citizens cannot be extradited to the US other than for acts which constitute criminal offences in both UK law and US law. Terms in US software licenses that conflict with UK/EU legislation are still deemed not to apply in the UK, and the Treaty does not enable the US to call for extradition where such terms are violated.
This is good news and is relevant to any licence agreements that institutions might have for software originating from the US.
7. Empowered ’08 Conference

8. ESRI (UK) Competition
To celebrate the new Eduserv Chest agreement ESRI (UK) is inviting current subscribers to enter a competition with a chance to win a place at the ESRI Education User Conference in San Diego.

9. Federated Access Management surgeries
Many institutions have yet to decide how they will access online resources in the forthcoming academic year. Following on from the six regional seminars (from Dec to 21st May) Eduserv will continue to support institutions in their decision making process by FAM surgeries:
