LICENCE INFORMATION

1. Agreement Details

This Overview represents the detail of the formal Agreement which exists between Eduserv and AMS (American Mathematical Association). The following sections are written to enable Institutions to make a decision as to whether or not the product is appropriate for their needs.

This is a 3 year Agreement commencing on 1st January 2008 and terminating on 31st December 2010. Institutions may participate at any time during the period; however they will be bound until the end of the Agreement Period.

2. Eligible Institutions

This Agreement is available to Higher and Further Education in the UK and Republic of Ireland, Chest Associated Sites, members of SURFDiensten, members of IATUL (International Association of Technological University Libraries), public libraries.

4. Product Description

The following information about MathSciNet has been taken from AMS's web-site: MathSciNet, the Mathematical Reviews Database, Mathematical Reviews, and Current Mathematical Publications are all produced by the American Mathematical Society.

Content
The Mathematical Reviews Database is the database of bibliographic information and reviews created and maintained by the American Mathematical Society. It continues the tradition and extends the scope of the work begun by the paper publication Mathematical Reviews in 1940. Journals, conference proceedings, and books of mathematics research are covered. The Mathematical Reviews Database is published in a variety of formats, including MathSciNet, the monthly Mathematical Reviews, and the 17 issue/year Current Mathematical Publications.

Mathematical Reviews is a monthly paper publication containing the bibliographic information and review information of those items in the Mathematical Reviews Database for which there are reviews.

Current Mathematical Publications is published 17 times per year and contains the bibliographic information and classifications (using the Mathematics Subject Classification) of the classified items in the Mathematical Reviews Database.

What is Reviewed
The Mathematical Reviews Database provides timely reviews or summaries of articles and books that contain new contributions to mathematical research. See the MR Editorial Statement for a fuller description.

Serials Covered
The approximately 1800 current serials and journals reviewed in whole or in part are listed in the Abbreviations of Names of Serials which may be viewed in PDF format.

Update Schedule
Bibliographic data is added daily to the Mathematical Reviews Database and is transferred daily from the Mathematical Reviews Database to the MathSciNet Database. Reviews are also added to the MathSciNet Database daily, as soon as editorial work on them is completed.

Availability of Database
MathSciNet is available 7 days a week. The period between 6 a.m. and 6:30 a.m. U.S. Eastern Time is reserved for maintenance. MathSciNet may be unavailable during this period.

6. Personal Licences

Not available.

7. Post Termination of Agreement Period

Once the agreement has terminated then no further access to the service will be possible unless the Agreement is renewed or extended. If the Agreement is renewed or extended then the new conditions will apply. If the Agreement is not renewed then renewal is a matter between Institutions and AMS.

8. Alterations/Additions to Databases and New Functionality

Any additional features or functionality that become included as a standard part of the products covered by this agreement will be included within this agreement at no extra cost.

9. Location and Use Permissions

"Authorised Users" are those individuals, who must be currently registered students, faculty members or employees of the licensed institution, who are authorised by the licensee to access the licensee's information services whether from a computer or terminal on the licensee's secure network or off site via a secure access management system. A walk-in user is a person who is not a currently registered student, faculty member or employee of the licensed institution, but is permitted to access the secure network only via a computer or terminal within the licensee's premises, and is deemed to be an authorised user.

For clarity, and in response to frequently asked questions, the following additional definitions are given.

DISTANCE LEARNING:

Distance learning is any learning that takes place with the instructor and/or necessary materials geographically remote from the student. For example distance learning may occur by surface mail, video, interactive or cable TV, satellite broadcast, or any number of Internet technologies such as message boards, chat rooms, and desktop video or computer conferencing. The student may be either normally UK domiciled or permanently domiciled overseas.

Students studying via Distance Learning can be categorised as:

  1. UK domiciled, UK Based, i.e. all Students resident and studying within the UK.
  2. Non-UK domiciled, UK based, i.e. a Student with an overseas home address but studying within the UK.
  3. UK domiciled, non-UK based, i.e. British nationals on business or studying abroad.
  4. Non UK-domiciled, non-UK based. i.e. Overseas home address studying abroad.
The licence for MathSciNet permits such use.

REMOTE ACCESS within UK and EIRE:
Access to data service and content geographically remote from the licensed institution but within the boundaries of the UK and Eire.

The licence for MathSciNet permits such use.

REMOTE ACCESS Overseas:
Access to data service and content via a licensed institution from outside the UK and Eire.

The licence for MathSciNet permits such use.

STUDENT PLACEMENT IN INDUSTRY:
A registered student of an institution who combines academic study with periods of practical work experience. E.g. Sandwich Students.

Any use for the benefit of the students employer is specifically excluded.

PEOPLE FROM INDUSTRY ON COURSES RUN FOR THEIR EMPLOYER:
Industrial placement.

Such use is specifically excluded from licence for MathSciNet.

RETIRED MEMBERS OF STAFF:
Former employees of a licensed institution.

Use rights terminate upon cessation of employment, except in the instance where the employee becomes an authorised user.

HONORARY MEMBERS OF STAFF:
Persons of eminence in their field, and those who perform extraordinary meritorious service to an Institution.

Such use would be permitted except where the user was doing so in pursuit of their non-academic activity.

ALUMNI:
Graduates of an Institution.

Use should terminate upon graduation and not be permitted again unless the graduate again qualifies under the terms for employees and students.

WALK-IN USERS:
Public access and Library terminals.

Use by walk-in visitors or general public users is not allowed unless they are authorised users (see above) of the library resources. It is generally acknowledged that licensed institutions may be unable to segregate public or library computers from the rest of the network and that occasional walk-in, public use may occur.

It remains a requirement of the Licensee (Institution) that it is satisfied that the user is an employee, student, or other persons authorised by the Licensee for the purposes of the normal business of the Licensee's organisation.

10. Background Detail / Community Evaluation

The original UK Consortium for MathSciNet was formed in 2001 and administered on a voluntary basis by Paul Reynolds of Swansea University. Under Paul's guidance the consortium has been very successful and has grown. After consultation with AMS and existing members of the consortium it has been agreed that Eduserv Chest should assume the role of consortium administrator. The consortium saved £34,500 over the list price for 2005, which is approximately 23.5%. In 2008, the consortium members will save in excess of £38,000 representing a saving of just under 25%. With new members the savings could be even higher.

To use MathSciNet, you need:
Optimal User Environment
The most satisfactory results will be obtained with the most recent version of any of the popular Web browser applications (e.g., Mozilla, Netscape, or Internet Explorer). While older versions may give satisfactory results in most cases, known browser-related difficulties will be eliminated by an upgrade to the most recent version.

Text-based Browser
You can use MathSciNet with a text-based browser such as Lynx. LYNX Version 2.8 or higher is recommended. Earlier versions may not display information such as the text provided to describe graphics (ALT text).

When the Licence is signed by the Site and returned to Chest access to MathSciNet will be authorised by Chest to AMS.

Access will be by IP address.

SIGNING UP

23. Pricing

New subscribers can join the consortium until 1st March in any subscription year (subscription years run from 1st January to 31st December) and should apply to Eduserv Chest to find out how much a subscription will cost them. After 1st March new subscribers can join the consortium for the following subscription year and will be given free access to the database from 1st July until the 1st January of the new subscription year.

Exact pricing for each subscribing institution cannot be given. The following is provided for guidance.

Consortium subscription consists of 3 parts:

  1. The Database Fee or DAF which covers the cost of maintaining and enhancing the database. Annual non-consortium DAF prices per subscriber in 2009 are:

    The DAF for the whole consortium is calculated using these figures and is based on the number of previous subscribers to Mathematical Reviews in the consortium, the length of time they have been members of the consortium and whether the members of the consortium are also institutional members of AMS. AMS do not charge the DAF for members who have never had a subscription to a Mathematical Review Product or have not had one in the previous five years. The effect of this is that the overall DAF is reduced for all the members of the consortium.

    The total consortium DAF fee is divided between all the members for payment according to the length of time they have been members of the consortium. In order to encourage wider participation in the consortium and to increase access to MathSciNet new members are given substantial discounts paying just 10% of the site DAF fee in year 1 and 50% in year 2. In year 3 sites contribute 100% of the site DAF.

  2. The MathSciNet or MSN Fee which covers the cost of the online delivery of the data.

    The MSN fee is calculated per site and is based on the level of "Mathematical Activity" (MA), or the number of items appearing in Mathematical Reviews originating from that site within the most recent 3-year period available at the time AMS provides the quote to Eduserv. The MSN is calculated using the formula MA x $20 + $265, with a minimum fee of $265 and a maximum capped at $1,100.

  3. Eduserv will charge sites a management fee of 5% to cover our costs of administering the consortium.

    For commitment from members of the consortium to the end of the Agreement period AMS will cap any annual DAF price increases at 4%.

    Members of the Consortium will be notified of pricing for the coming year by or soon after 1st October each year.

    Examples of charges for 2008:

    • An existing long-term member of the UK-Swansea Consortium with a maximum MSN Fee would pay $8,8835.30 (£4,250.66) as a member of the Eduserv Consortium compared to $10,144 if they subscribed independently.
    • An existing member in their 2nd year with a minimum MSN Fee would pay $4,277.61 (£2,066.48) which represents a discount of nearly 60%.
    • A new member paying the minimum amount would pay $1,064.52 (£514.26)

24. Payment Terms

On receipt of a completed Licence, Sites will be invoiced for the Agreement year in which the Licence is signed, according to the amount agreed with AMS.

For each subsequent year, Sites will be invoiced as soon after 1st October as practically possible, after receipt of figures from AMS.

All payments must be made to Eduserv Chest within 30 calendar days of the date of invoice.

Note: You are advised that because of the requirement for Eduserv to collect monies due before the anniversary date two charges may fall initially into one academic accounting year.

25. How to Order

Two original copies of the Licence are required and should be returned (without the Licence Terms). Please return all forms to:
