EEI Inc Agreement for Compendex: Overview

Online Access to Engineering Village 2 (EV 2) including Compendex

1. Agreement Details

This Overview represents the detail of the Agreement for licensing of Engineering Village 2 including Compendex which has been negotiated by Eduserv Chest with Elsevier B. V. The following sections are written to enable Institutions to decide as to whether or not this agreement is appropriate for the needs of their institution.

(v) Agreement Period

This is a 5 year continuation of the current Agreement which has been extended from 8th December 2003, terminating on 7th December 2008, for Engineering Village 2 including Compendex.

Institutions may join at any time however they will be bound to the end of the agreement period 7th December 2008.

The Agreement to which this refers is a formal agreement between Eduserv (Chest) and Elsevier.

2. Institutions which are eligible to participate

This Agreement is available to HE and FE institutions, Research Councils and Associated sites in the UK and Republic of Ireland. Inclusion of other Institutions of Education in other parts of Europe will be with the joint approval of EEII and Chest.

3. Background Detail / Community Evaluation

CHEST first negotiated an agreement for Ei Data in 1993. Since then 76 sites have been licensed to access the data. This agreement provides for the service to be continued for an additional five years to 7th December 2008.

Regrettably the service will no longer be hosted at EDINA. There will be additional functionality added to the Engineering Village 2 Compendex service located in New Jersey USA. This includes:

Engineering Village 2 (EV2)
A Web-based information service that offers a wide range of quality resources for information specialists, professionals and researchers working in the applied science and engineering fields.

Engineering Village 2 features access to the top information resources in the applied science, technical and engineering fields.

Compendex
Compendex is the most comprehensive bibliographic database of engineering research available today, containing references and abstracts to over 5,000 engineering journals, conferences and technical reports. The broad subject areas of engineering and applied science are comprehensively represented. Coverage includes chemical and process engineering, computers and data processing, applied physics, electronics and communications, civil, mechanical and materials engineering, as well as narrower subtopics within all these major fields. Online coverage is from 1970 to the present. Around 250,000 new records are added to the database annually. Compendex is updated weekly to ensure access to critical developments in your field.

5. Method of Access

Compendex is accessible from most www browsers but particularly Netscape and Microsoft Internet Explorer. Secure user access shall be authorised by Athens login and if specifically requested by the site also by specified Internet Protocol (IP) address ranges.

Minimum VT100.

For would-be subscribers that are recognised "Chest Sites", (see note 2) a 30 day trial is available by contacting Elsevier direct.

8. Licence Type

Site licence under the terms and conditions of Elsevier's "Licence Agreement for Electronic Publications and Information Services" a copy of which is available from Eduserv Chest. Chest Standard Terms and Conditions do not apply to this Agreement, except with regard to "Use", and sites are advised to check the contents of the document above, in order that they are aware of the conditions under which the data is provided.

Downloading of the Data is allowed at any Institution for use by any member of staff or student in accordance with the standard "Code of Conduct" for the Use of Software or Data.

9. Personal Licences

Not available under this Agreement.

10. Post Termination of Agreement Period

Provided that the Licensee has fulfilled all conditions of this Licence the Licensee may continue to use information that has been downloaded after termination of the Agreement. Institutions will be advised of any intention to continue the service at least 6 months prior to the natural termination.

12. Product documentation

EEII will provide copies of such brochures as it produces from time to time. EEII will also provide such literature to Licensed Institutions upon request for internal copying and distribution.

13. Right to Copy Documentation

Copying of documentation produced by EEII. EEII states that "The right to copy is permitted within the international understanding of "Fair Use" and "Fair Dealing"".

14. Training and training materials

EEII will be providing a minimum of two "one-day" seminars per annum. The seminars will be provided at times and locations to be agreed between the two parties who will advise Chest of the chosen dates so that Chest may publicise the dates.

15. Alterations/Additions to Databases and New Functionality

Chest has agreed with EEII that any new databases will be subject to further negotiation. However, EEII has agreed that there will be no reduction in the content provided under this agreement consequent upon the release of any new database.

16. Updates

The data is being constantly updated and expanded.

17. Document Delivery

Document delivery is not covered by this agreement.

18. Initial Consultancy/Support

Support will be provided by Elsevier via a single contact or his/her deputy at each Site.

In addition discussion lists have been set up on JISCmail. These are called:-

Anyone in the community may subscribe to these lists (whether or not from a participating site).

Note that these lists are for discussion and whilst Elseveir may subscribe to the lists they are not a formal support route.

Technical contacts at licensed sites are advised to join these lists as they are used by Chest to communicate information relating to the Agreement.

19. Pricing

On receipt of a completed Licence, Sites will be invoiced for the Agreement year in which the Licence is signed.

20. Payment Terms

For each subsequent year, Sites will be invoiced three months in advance of the anniversary date of the Agreement (invoice date: 8th September 2004, 2005, 2006 and 2007) to cover the period to 7th December 2008. There is no pro-rata charging for Sites which become licensed part-way through a year.

21. Access to Service and Downloading

Once the Licence has been signed and returned to Elsevier, they will notify ATHENS to request that Compendex should be added as a resource for that Institution. Licensed Sites and their authorised End Users may print or download full or partial results of the searches of, and data in Compendex subject to the terms and conditions in the Licence and any Web site restrictions (see note 8).

22. Registration procedures

The service will use Athens usernames and passwords (although IP address recognition is also available on request). Institutions which do not have an Athens administrator should refer to http://www.athensams.net/, and complete the registration form provided. 24. How to Order

1. Complete an Application Form for Access to Engineering Village 2 and Compendex and return to Eduserv Chest

2. An Elsevier Licence Agreement will be sent to you by Elsevier.
