After careful consideration we have decided to amend the terms and conditions of Athens usage for organisations to make explicit the need for institutions to comply with the terms of all agreements they enter into with service providers, including those covered by Federations such as the UK Access Management Federation.
Specifically, a new paragraph will be added as section 1.1.14 under the headings:

| 1.1 | As a condition of making the Software available to you, you agree as follows: |
| 1.1.14 | to ensure that where you have contractual agreements with service providers, or have agreed to the terms and conditions of membership of federations (eg. UK Access Management Federation), requiring that your Users must either have unique identifiers or be fully traceable, then you must neither recycle nor re-use in any way those identifiers given to Users of such services. |
The change will be implemented to the Terms and Conditions on 8 January 2008 and administrators will be asked to agree to this change when logging in to their Administration area.
