LICENCE INFORMATION
This Overview represents the detail of the formal Agreement which exists between Eduserv Chest and the National Children's Bureau. The following sections are written to enable Institutions to make a decision as to whether or not the product is appropriate for their needs.

National Children's Bureau
This is a 1 year Agreement renewal commencing on 1st November 2008 and terminating on 31st October 2009. Institutions may participate at any time during the period; however they will be bound the end of the Agreement Period. Quarterly pro-rata charging is available to sites who sign up during the Agreement.
This Agreement is available to Higher Education, Research Councils and Further Education in the UK and the Republic of Ireland.
ChildData
ChildData offers access to:
published policy, legislation, practice and research from current thinkin to background and historical work.
comprehensive information about child care organisations
press coverage of issues affecting children and young people
details of all major child care conferences and events.
ChildData consists of four databases on the care, education, health and welfare of children and young people.
1. Catalogue
books, reports and journal articles (over 66,00 entries), all with abstracts, coverin the literature on children and young people. Includes the full text of NCB's Highlight series and all articles from Children & Society, NCB's academic journal published jointly with Wiley.
2.Organisations
a database of over 3,000 organisations, national and international fully keyworded and with website and e-mail links.
3.Children in the News
abstracted summaries (more than 22,00 records) of newspaper coverage of children's and young people's issues since 1996, including law reports, editorials, news stories, featrues and opinion pieces.
4.Conferences and Events
over 7,000 entries detailing past and forthcoming national and international events in the child care field, with full contact details. Developed by NCB's Library and Information Service.
ChildData is a data resource for researchers, childcare professionals and practitioners, health and s ocial workers, students and teachers, youth workers and educational psychologists. ChildData is updated monthly on the web.
Site licence with normal Chest terms and conditions of use. Downloading of the Data is allowed at any Institution for use by any member of staff or student in accordance with the standard "Code of Conduct" for the Use of Software or Data.
Not applicable.
Once the agreement has terminated then no further access to ChildData, Licensed Materials or downloaded materials will be possible unless the Agreement is renewed or extended. If the Agreement is renewed or extended then the new conditions will apply. If the Agreement is not renewed then renewal is a matter between Sites and the National Children's Bureau or its service provider.
Any additional features or functionality that become included as a standard part of the products covered by this agreement will be included within this agreement at no extra cost.
"Authorised Users" are those individuals, who must be currently registered students, faculty members or employees of the licensed institution, who are authorised by the licensee to access the licensee's information services whether from a computer or terminal on the licensee's secure network or off site via a secure access management system. A walk-in user is a person who is not a currently registered student, faculty member or employee of the licensed institution, but is permitted to access the secure network only via a computer or terminal within the licensee's premises, and is deemed to be an authorised user.
NOTE: the granting of an ATHENS Username and Password is not a right to use in itself.
For clarity, and in response to frequently asked questions, the following additional definitions are given.
DISTANCE LEARNING:
Distance learning is any learning that takes place with the instructor and/or necessary materials geographically remote from the student. For example distance learning may occur by surface mail, video, interactive or cable TV, satellite broadcast, or any number of Internet technologies such as message boards, chat rooms, and desktop video or computer conferencing. The student may be either normally UK domiciled or permanently domiciled overseas.
Students studying via Distance Learning can be categorised as:
- UK domiciled, UK Based, i.e. all Students resident and studying within the UK.
- Non-UK domiciled, UK based, i.e. a Student with an overseas home address but studying within the UK.
- UK domiciled, non-UK based, i.e. British nationals on business or studying abroad.
- Non UK-domiciled, non-UK based. i.e. Overseas home address studying abroad.
The licence for ChildData
permits such use.
REMOTE ACCESS within UK and EIRE:
Access to data service and content geographically remote from the licensed institution but within the boundaries of the UK and Eire.
The licence for ChildData permits such use.
REMOTE ACCESS Overseas:
Access to data service and content via a licensed institution from outside the UK and Eire.
The licence for ChildData permits such use.
STUDENT PLACEMENT IN INDUSTRY:
A registered student of an institution who combines academic study with periods of practical work experience. E.g. Sandwich Students.
Any use for the benefit of the students employer is specifically excluded.
PEOPLE FROM INDUSTRY ON COURSES RUN FOR THEIR EMPLOYER:
Industrial placement.
Such use is specifically excluded from licence for ChildData.
RETIRED MEMBERS OF STAFF:
Former employees of a licensed institution.
Use rights terminate upon cessation of employment, except in the instance where the employee becomes an authorised user.
HONORARY MEMBERS OF STAFF:
Persons of eminence in their field, and those who perform extraordinary meritorious service to an Institution.
Such use would be permitted except where the user was doing so in pursuit of their non-academic activity.
ALUMNI:
Graduates of an Institution.
Use should terminate upon graduation and not be permitted again unless the graduate again qualifies under the terms for employees and students.
WALK-IN USERS:
Public access and Library terminals.
Use by walk-in visitors or general public users is not allowed. It is generally acknowledged that licensed institutions may be unable to segregate public or library computers from the rest of the network and that occasional walk-in, public use may occur.
It remains a requirement of the Licensee (Institution) that it is satisfied that the user is an employee, student, or other persons authorised by the Licensee for the purposes of the normal business of the Licensee's organisation.
SUPPORT
Subscription to ChildData gives automatic membership to the National Children's Bureau, entitling subscribing sites to additional benefits.
30 day trials are available to prospective subscribing sites. In order to access the service for evaluation the completed Licences must be returned to Eduserv Chest clearly indicating that a trial is required. The licences will not be processed until Eduserv Chest has been notified by email that the evaluating Institution wishes to proceed with the subscription.

When the Licence is signed by the Site and returned to Chest access to ChildData will be authorised by Chest to the Service Provider.
Licensed Sites and their authorised End Users may print or download full or partial results of the searches of, and data in ChildData subject to the terms and conditions in the Licence.
Access will be authenticated by use of Athens Management System.
Completed licences should be sent to Eduserv Chest. They will be forwarded to the National Children's Bureau who will set up access to the service and inform the technical contact nominated in the licence.
SIGNING UP
The charges are:
- UK HE and Research Councils: £1,150 plus VAT per annum;
- UK FE: £550 plus VAT per annum;
- Republic of Ireland: £1,150 for Trinity College Dublin; University College Cork; University College Dublin; Dublin Institute of Technology; Dublin City University; National University of Ireland, Galway; University of Limerick; National University of Ireland, Maynooth;
- Republic of Ireland: £550 for all other Third Level Colleges.
On receipt of a completed Licence, Sites will be invoiced for the Agreement year in which the Licence is signed.
There is quarterly pro-rata charging for Sites which become licensed part-way through a year.
All payments must be made to "EDUSERV" within 30 calendar days of the date of invoice.
Two original copies of the
Institution Licence Schedule are required and should be returned (without the Licence Terms) to:
